milk allergy or sensitivity

does this look like it could be a milk sensitivity or allergy? i am running out of ideas. he was diagnosed with reflux cause of constant/forceful spitting up & on a liquid zantac. been 2 weeks & nothings change. even on Enfamil AR formula. he cries all night long & gets rashy after bottles. also has pooped twice in 4 days & passes gas but no poop & just cries from pain. any ideas?
