Either. I worked in a preschool and toddler daycare where I used months and year with leftover months interchangeably. I typically use months when discussing development and milestones while using year and months when just talking about age.

It makes sense sometimes, like, theres a big difference between 13 months and 23 months, ya know? But still technically not two.

To people without kids I’ll say the year, to people with kids I say the month. 
But after my kid turns two I’m just saying the year
