Old man has the control

S.O's family home had finally finished their pool last year and opened it for family to enjoy. He also invested a lot of time in those past 4 years to help building it. This year, his retired father said he's keeping it closed due to construction by the next door neighbor as it was torn down and lots of dust coming their way, could block the pool filters.

The house has been torn down in a day 2 months ago and is left like that since.

Family gets together on Sundays and I just find it a bit odd that at least for a few hours on a hot day not to let his kids and grandkids and enjoy it. Last year he was a bit annoyed that his SIL with her daughter were having a splash. Of course he can do whatever he wants it's his property, it's the strangest thing to spend so much time building it only to keep it closed. My S.O would say, to go over his parents and hop in the pool but never went there as a main purpose to use it. I use our community pool which is closer anyway.

The old man has become quieter the past few months as I've known him, and he doesn't bother to interact too much, he's also had quiet a few fights with his wife that I know of.

Do you think that he keeps it purposely closed to not be bothered by his family members? Or am I over thinking?
