Friend asking for money every week

My friend of around 15 years keeps messaging me, asking me for money for gas, electric, baby food etc. I’ve helped her out a few times, but now she’s asking every couple of days. Her partner is the child’s biological mum, she’s the step mum, but her partner won’t ask for money so she makes my friend ask me. I’m being put in a hard place, as we have a child of our own, rent, food shops etc, so I have to say no a lot. But I feel awful. Especially cause it’s for a child. She told me the other day, they don’t have enough money to eat properly, and they’re only allowed 1 meal a day, just so the child can eat 😩
