Can you say “I love you”

Me and my boyfriend have been dating for 6 months now and I he says he loves me like ALOT and sometimes it can get kind of annoying like I’m not talking about like just a couple of time me the whole day, like he says it like 4 times every 20mins and I’ve told him before to cut back on the I love you’s a few times but I don’t think he understands how frequently he says it, cause then he gets kinda whiny talking about “but I do love you” and I’m like “yeah I know you do but you say it too much I have a limit”. So what do you think?
