When can you officially say you know another language?

My husband and I bought a book to teach us sign language. It goes over the alphabet, the numbers, the colors, the countries, and a 1,000 other words. We are working towards knowing the whole book. When can we officially say we know another language?

They usually say when you can speak it fluently or have a conversation.

Not sure but I know a lot and I don't say that I am fluent but I say that I can hold a conversation. I took 4 years in high school and was in the ASL honor society. I graduated with a Laurent Clerc medallion and did over 100 hours of service in the Deaf Community. I think I might be almost fluent because I have not had any problems in the last 3 years with communicating. I think once you can easily go from one language to the next without pause you can say you're fluent

If for professional reasons, you have to pass a test. My friend is a teacher and can have a full conversation in Spanish, but in order for her to say she is bilingual the public school system requires a certification.
