super small boobs

so i'm 14 and my boobs are really small. like really padded training bra small. i'm scared they won't grow anymore because this is the time my sister stopped growing, but my mom STARTED growing at 16. my sister does have a different dad then me so maybe it's different genetics? idk i'm really ashamed of them though. i refuse to let anyone see me without a shirt (even my mom)
