Fiancé SUCKS with money 🆘

So my boyfriend just proposed!! Yay!! BUT, he is awful with money. He wants to combine our incomes when we get married, but I don't want to do that until he gets better with spending.

He spends so much money on alcohol, cigarettes, and crap he doesn't need.

Nevermind the fact that we need IVF for medical reasons (15-20,000$). Ive been saving up for IVF on my own.

I've tried talking to him about it, but he doesn't listen. I'm afraid to combine our incomes until he fixes this. What should I say? Would counseling help? Any guidance would be appreciated.
