Yes it's very possible my son is doing the same thing I called my pediatrician earlier and asked them and he said Yes he could be.

At this age babies are producing more saliva preparing their bodies to eat solids. They may have irritated gums but not necessarily meaning teething just yet. They’ve discovered their hands & it’s pretty entertaining for them.
