I thought I would be ovulating when it started to rise.... then it dropped off... then started to rise again...

That’s normal! Your LH will fluctuate until you finally surge. I don’t typically ovulate until CD16-18, last month I didn’t get my positive until CD20 and ovulated CD21.
It’s definitely getting darker so keep testing!! My tests will go from faint to dark positive in the matter of hours sometimes!

To make sure you get an accurate reading you should be testing between 2-4 times a day . You May have already peaked and just didn’t catch it.
