Can I report them?

I currently have a cps case open on me when my case worker comes can I report someone? Or do I have to do it another way? 
There’s a young couple above me that smoke weed and they have a toddler

Don’t go calling CPS on someone for weed. As someone with an open case you should KNOW how hard it is and how much bullshit you have to put up with because of CPS. As long as they aren’t smoking in the same room as the kid or leaving paraphernalia where the kid can get it, leave them alone.
