Is it selfish for either you or your partner to cum and afterwards not allow your SO to do the same just stop it there even if they're close?

Yes selfish,  Especially if the partner is close. 
However, during the first 6 months after my second daughter, I couldn't cum no matter how much my husband tried. He felt terrible about it, but we both agree to never fake anything in our sex life because it's dishonest, so we talked about it and he accepted that it wasn't him, it was just my stupid hormones. He still tried each time to see if it was going to happen, but he didn't try very hard because honestly I didn't want to. As horrible as it sounds, I had no interest in sex at all, and only had sex with him because I love him and I knew he wanted to cum, even if I didn't. He also got a lot of oral during that time. I didn't and don't consider him selfish for that, and as soon as my hormones were straightened out he put his all into making up for those 6 months. So, just because one person doesn't cum, that doesn't mean the other partner is selfish. However, just stopping when the other person does want to cum just because you finished, is selfish. So, situation dependent.
