Heat rash ?

So my Lo been having this “rash” for about a week an a half pretty much like small bumps( not filled with liquid or anything) they are pretty small all over his forehead cheeks and some through his body we live in Texas and is been crazy hot so I assume they’re heat rash bc it gets reddish when we’re outside in the heat but mainly is skin colored. Any similar cases ?

My son has had recurrent heat rash on his neck since he was really small because he got my natural hot nature, likes to snuggle me to nurse at night, and I was over dressing him thinking it was some sort of allergy so I was testing everything but that. He also has super thick curly hair that holds in even more heat and the only reason I haven't cut it yet is because I'm still waiting to borrow some hair clippers. I do baths every other day, skip the lotion after, it exacerbates it, as does coconut oil, or any other oil since the pores are already clogged and they just make it worse. After coming in from outside, nursing, heavy play, or napping, all times when he tends to sweat a lot, I wipe over his face and neck with a cool damp cloth and I try to encourage him to drink as much water as possible and let him nurse a lot too to stay hydrated. So far this hasn't gotten rid of the rash, but it's contained and not spreading down his shoulders, back and chest like it was before, he's also not irritated or scratching it anymore, it just looks a little odd. I'm betting the hair cut will help immensely though.

It is very likely it is heat rash, but it could also be a viral rash or an allergic reaction.
Our son had reactions to amoxicillin and sunscreen (chemical sunscreen) where he had bumps from his torso on up.  His allergic reaction rashes were itchy but he didn’t seem itchy with heat rash.
