NJ food stamps & LIHEAP

So hey guys!

My baby daddy and I talked things out after almost the baby's life (10months) being gone from her life. He just moved back in. The utility of the apartment we are living at is still under his name. Before he left the apartment, he said he will take care of the utility etc. And I haven't heard of him since then.

Now, we are back together, atleast trying. He said he doesn't want to miss anymore days with the baby and I.

My question is that, can we still get some type of assistance with catching up with the electricity bill? We are trying to apply for LIHEAP but I am holding back because I have an interview with EBT food stamps. I have to show up in person. I mentioned to my landlord that he is back in our lives and since March, I was living in a room with my baby and I take care of the building from cleaning inside, outside like the porch and the backyard. I also take care of her dog like feeding and take her outside. So should I go to the interview first and let them know of my situation and then apply for LIHEAP?
