Putting them on doesn’t mean you are buying it for her. It means going with them to the doctor and making sure she’s protecting herself from an unwanted pregnancy and testing for STD’s. There are many places that are free and confidential for minors.

She can see a doctor and talk to them on her own at a certain age and being a teenager. The doctor will help her or if you have a family planning type facility there. I truelly believe if someone wants on birth control for certain reasons, it's better to be responsible than not.
