Giving out free needles to drug addicts

Many city’s such as Los Angeles, and San Francisco have needle exchange programs where drug addicts can get free brand new syringes. This is to help prevent the spread of HIV, hepatitis and other diseases.

Although there is no control over if the dirty needles are returned which results in dirty needles littering the streets. Some argue with all the other issues in the city’s the funding for these programs can be better used in education (which is very underfunded in big city’s), or free rehab for addicts. What’s your opinion are these programs worth the funding or could the funding be better spent somewhere else?
