Chocolate chips can be made without dairy, they can contain coconut milk, soy etc. just read the ingredients.

Yes...when it says “vegan” it is completely dairy free, egg free and free of any other animal products. Alternatively you can just look at the ingredients..

Yes, companies can get in huge legal trouble for labeling their product of free of anything if it isn't and I'm pretty sure it can't be put on shelves without it being verified that that's the case.
