why do my lips feel like a dry stone 😩

Ladies please help me! Every time i am getting my period,starts about a week before my lips go insanely dry and no chapstick or vaseline or super industrial strength lip balm helps 😓😓 the only temporary comfort i get is if i our Vick’s on them!! of all things 😂 anyone else experienced this ?
