If you see a panhandler in Alberquerque, NM, you can call 311. A van will show up and offer them a job for a day paying up to $9/hr for beautification work.

That's pretty awesome! I wish we had something like that in our area. My husband gets aggravated at me, I always try to give anyone I see a few dollars. He says most people are faking (which I know is true) but I'd rather give money to everyone and help someone who really needs it than not help anyone at all.

If that's the case, it's great. I live in California, in "the happiest place in America". ...notice the quotation marks. We have a lot of homeless people. A LOT. It's expensive here, and can be really hard to get by (the people they polled must have been students, Drs, and lawyers lol) and we have good weather. Even though it can be very hard to pay rent ect here, I would say that at LEAST half of our homeless would rather panhandle than work. Many are young, and have money for cigarettes, slurpees, and hair dye...but evidently not "food". Im sure there are plenty that genuinely can't work and deserve help- I've been one paycheck from homeless myself, but we have so many that if someone offered them a job, they would pass on it. You can't help someone that isn't willing to help themselves.
