What is going on with my tattoo??

I got my first (and only) tattoo a year ago. It's kind of small, just simple line work, no shading or anything. Anyway, while it was healing, part of it got scratched, so that area has stayed raised a bit and never settled in flat like the rest of it.

Then today, out of nowhere, it has been kind of irritated and itchy. The area that is raised, is raised even more than usual, like a lot. And another area of the tattoo, that had settled flat, is raised, just not as much as the other area.

I have not changed anything to cause the irritation. Nothing has happened to it. This just started out of nowhere.
