It looks like sebhorric dermatitis....try a 1:1 apple cider vinegar and water solution and soak your scalp in it, leave for 10-15 min then clean with a mild fragrance free shampoo, rinse and massage scalp well.

Any new hair products? If so you could be allergic. Or you just just have something that irritated your skin right there on the hairline.

I had this once! I had recently box-dyed my hair and used the conditioner they provided and fell asleep. I slept with my hands in my hair and when I woke up they were inflamed and red and had blisters on them as well as my scalp.
