Mom and her bf using my car constantly???? Ok?

Me and my fiancé live w my mom. We just moved here, just til we save money and can get into a new place til our baby gets here in September.
Well my mom sold her car shortly before we moved in and hasn’t been able to get another one.
She is the sweetest thing on earth and doesn’t ask anyone for a thing. Not even rent or anything. BUT her and her boyfriend ask to use it every single day. They will use it and say they’re just going to the store but then be gone for hours on end and not answer our phone calls. We share a car too so it makes it hard on us if we need to be somewhere.
Just now her boyfriend texted me asking if they could use the car to go get food. I asked where? And he wouldn’t say a place, so I’m like I’ll take you when *fiance* gets home - and he responds “we don’t need a chauffeur”. So he’s just being a dick now.
So I guess I’m just struggling with like the idea of them asking to use it EVERY single day and be gone for hours, but I also feel like I can’t say no cuz my mom asks nothing of us.... 
I feel like me taking them is a better alternative so I know what’s going on, and they don’t just cruise around.

I would start a plan where you do pay a certain amount of bills so they cant hold that over your head when you bring up the fact that they are abusing their ability to use the car.

But that's your mom's good will that she's not asking for rent. It wasn't an agreement of "pay no rent but we can use the car all day, everyday". I say set boundaries. Let them know that y'all have first priority on the vehicle. That them choosing not to answer and having no regard for your use of your own vehicle isn't acceptable.

communicate. tell them that expectations haven’t been managed well, and explain that running to the store doesn’t take hours. clarify that you’re not trying to be rude, that you are okay lending them wheels, but it’s YOUR vehicle and you’re not comfortable being uninformed and inconvenienced any further.

Give them a schedule of available time windows that they can use the car and schedule for when they can’t (either bc you know you’ll be using it or because you know you may be needing it)

Bring up that they are using it to much and interefering with your guys ability to get to and from work, drs apts. Etc. And that when they use your car you are to know where they are going and they are to have it back by the time you say or they will no longer be using your vehicle

Sit your mom down and explain you appreciate all of her help letting you guys stay there and you have been happy you could help her by lending the car but it's getting ridiculous. Explain the car is shared between you and your boyfriend and you need it, it's not ok for them to ask to borrow it to go to the store and eat then disappear for hours. You're happy to help but you need to actually be able to use your own vehicle.
If her boyfriend is there, he's going to try to insert himself like he actually gets some kind of say.
