Do you believe that dogs can sense fear?

The reason I'm asking is because for the past few days there is this little chihuahua in front of my home and every single night he/she barks at the home across from me and just stays in one spot barking 
My hubby went out to see and the dog just kept on barking towards that house.
 For the time we've been living here everytime someone moved in there they never lasted a year living there..

My friends dog last night was cuddled with me cuz I was terrified (thought I was gonna for. All good ) and it was so cute. She helped me calmed down big time

Yes, they can. They can tell when you’re sad and angry and stuff, and they’ll respond depending on what kind of energy they get from you.
For example, if you’re upset or crying, the dog may be caring and will maybe lick your arm. 
If you’re scared of something, the dog may become defensive, and this may happen when you’re angry as well.
This is just from my own experience with animals and from what I’ve learnt. I’m no expert.
