Is obesity a disease?

The United States is the second most obese country in the world. A 2013 report stated that 31.8% of Americans were obese, compared to 14% in the mid-1970s. 

Obesity also accounts for about 10% of deaths and healthcare spending in the United States. 

Some people feel that obesity is a disease because it decreases life expectancy and can be caused by genetic factors. 

But other peopel think that it is simply the result of over-eating and not exercising and therefore entirely preventable.
