Do breaks work? Is this a lead up to a break up? Is he just trying to soften the blow? Do you think this was the right choice for him to make? How should I act? I’m confused.

Wow - there are men my age who do not communicate as clearly and what appears to be fairly respectful....
I will share some of my story and hopefully it will give you some peace of mind. I started dating my now husband when I was 14, our relationship was the world to me. Because of that though it put a lot of pressure on him to make sure our relationship and it wasn’t fair to him. He ended it during senior year - but within a week we were back together. We got married when I was 22 and have been married for 5 years. 
There is so much growing that happens at 18 and beyond that it’s healthy to take some time to recalibrate. Be patient and give him his space for a minute, if it is meant to be then he will come around. If it’s not, that’s ok too because that means there is a relationship out there that would better give you what you need even if you may not realize it yet.
PS - nobody is really good at sex at 18 😂 just wait, it gets significantly better the longer you do it.

Well, first. He sounds really considerate and the fact that he even typed that much means he cares . He doesn't want you to misunderstand his motives and tries to explain what he's going through to you. So that's good. 
On the matter of breaks working it depends on every situation, just because most breaks work or don't work doesn't mean it will apply to both of you as a couple.
I don't think he wants to break up with you, it sounds like he's in a bad place mentally and emotionally and trying to deal with yourself isn't easy at the same time as you try not to screw up a relationship. So regardless of whether you two end up breaking up or not, I think you should considerate his reasoning. 
This doesn't sound like a problem in your relationship, but more like he needs some time for himself, as he already said to you.

Breaks can work, it depends on the break and why the break is being a thing. Y'all are very young though and from what I've read he's being sincere and respectful. His communication and the way he's explaining everything I don't think he actually wants to break up, he needs time and you need to prove to him you love and care enough to give him time to work on himself. If you keep going at him then he will be pushed away and it will end up as a break up though if you wait it out and just do your own thing then y'all can work it out. Even if it does become a break up yall are young and need to find yourselves and get your lives together before worrying about relationships, hes right he isnt mature enough or anything and that isnt going to change in just a week. But yall need to give each other space, even my fiance and I do that we take days or whatever and go MN off doing our own things. Its healthy to take breaks from each other. To be with and around each other 24/7 will actually cause issues, we all need our own "me time" otherwise our mentality will wither and the arguments and going at each others throats become a thing. Just give it time and give him space, do you and breathe take this as a vacation and read or watch movies play some games go out swimming idk. Just dont fuck anyone else, breaks are not break ups yall are still dating. Yall are just taking yourselves some "me time " to breathe and etc
