Is $40 a month enough for hygiene expenses?

I’ve heard some mixed views on the subject so I thought I’d bring it here. Some parents I heard talking mentioned that they gave their daughters (teenagers) $40 a month for all hygiene expenses (haircuts, shampoo, period products, deodorants, hair care, skin care, basically all the basic hygiene necessities.) and that this is all the money they will receive (parents won’t spend additional money on it) do you think this is enough? I’ve heard some people say it’s way too little since just a haircut will cost more than half of their monthly expense, and that it’s not sustainable for all their needs. What are your opinions on it?

(For more context, they live in West Virginia, and one of the main controversies is that one of the daughters maintains a pixie cut, which needs to be cut quite often and takes up most of her monthly allowance)
