This is gonna be a long story because i ramble a lot. Sorry. But please read it, i really need advice. The story requires a lot of backstory i guess

Ok, so I live in a really small apartment complex. Everyone is friends with their neighbors for the most part, it’s run by a family and they’re friends with literally everyone, they’re so flexible, etc. Overall a good community.

I have a dog that i walk about 3-4 times a day, sometimes 5. I always take the same route, and i always pass by this one street. Let’s call it Creepy rd. One day, in the morning when i walked my dog Cookie, i saw this guy smoking a cigarette on the bench in front of his building. Maybe in his 40s or 50s. Nothing out of the ordinary, lots of people smoke here. I say hi, he pets my dog, normal stuff. He seems super friendly. Well i walk Cookie on Creepy rd. again near lunchtime, and there he is again. I just think it’s a funny coincidence. Again, super friendly, honestly one of the friendliest strangers i’ve met. Late that night, maybe 10ish, i walk past Creepy Rd again, and he is in front of a different building with a friend. No big deal. He was like “hahha i always see you here! how many times a day do you walk your dog?” i say “about 3 times a day” and he says “i see you 3 times a day! what a coincidence!” again, i think it’s a funny coincidence. I’m holding a dog poop bag, and I throw it in the dumpster near his building. He all the sudden seems mad, and says “HEY! You can’t throw that in there! You donthave a permit! What’s your name?” (i have lived in this complex for years and have heard nothing about needing a certain permit to throw trash in another dumpster. they’re community dumpsters for people to take out their trash to. it doesn’t matter which one) at first i think he’s joking, so i smile, but he doesn’t seem amused. he says “what’s your name?” again, and i just walk away. i get kinda scared he is gonna follow me, but he doesn’t. I don’t see him for a few days, but today when i walked by he wasnt there at first, but then when i walk by his building he comes out the door and says “hey, it’s you!!” (he sounds all happy and just seems like he’s still astonished by the coincidence). he sits down near another person on the curb, and i dontremember if he had a cigarette in his hand or not, but i dontthink so. i got a really creepy vibe. again, i thought he was gonna follow me. i’m really creeped out, does anyone have advice? why did he explode like that?
