The kids need to be put into mandatory intensive therapy, for at least 4 years. This is unacceptable and not a normal thing for kids to do. Huge red flag that these boys have underlying issues going on.

Definitely investigate where these boys learnt this behaviour from. A normal child in a healthy home doesn't just lure a five year out and assault her. Something isn't right.
Then they need counselling, all of them. They boys need to be shown that what they did is in no way, shape or form acceptable and that they should be held accountable in future.

Whatever version of CPS you have should do a through investigation into their home lives to start with. They should also be on probation with regular check ins for at minimum five years, and there should be mandated regular therapy during that time period. 
Also, is it common there for a five year old to be wandering around the neighborhood unsupervised? Here that would get a CPS investigation also.

They need some type of behavioral therapy classes, classes on how what they did was extremely wrong and how if they were older they would have ruined their lives and could be in jail. They definitely need to be corrected. I would be so disappointed and sad if this was one of my children.

Where were the parents? Why was the little girl alone with these boys? Were they related? These boys need therapy. Why would they think this is ok?

I think parents need to be investigated because a child has no natural reason to be violent unless they are being taught that whether it comes from tv or parents and the parents should have to pay the 5 year old child’s parents

Criminal responsibility is 10 in the UK, not sure if Ireland has a similar age. 
They should be held responsible, at that age they know exactly what they're doing. They also need to find out which of the boys is the ring leader- that's seriously dangerous behaviour right there. To lure a young vulnerable girl to a derelict house. Seems if she had not gotten away, something SERIOUS could've have happened to her, which doesn't bear thinking about.
