Can’t get a clean shave

So I’ve always shaved my legs. Usually use the same razors. I replace my razor very regualrly. & when I noticed I couldnt get a close enough shave I replaced it again immidiately. I use Gillette sensitive skin. And use shaving cream. Shave every 2nd 3rd day and it still looks like there are tiny hairs. And doesn’t feel smooth or look smooth. Sugaring or going to get waxed isn’t going to work I just couldn’t afford that. Any tips guys :(
