Ingrown Hairs or Something Else?

I’m so sorry that this picture is showing some of my privates but I need some advice. I recently shaved earlier this week on Sunday or Monday. Since I knew my fiancé and I were going to be possibly doing stuff on Wednesday I then decided to shave again. The hair had slowly started to grow back but I didn’t want him seeing/feeling it so I shaved anyway even though it hurt. I started to get 3 small lumps close to my lips and I assumed they were ingrown hairs. Now all of these small white dots have showed up yesterday and I’m not sure if this is an infection or what it is. It’s very itchy and painful. Is all of the redness from the itching or a reaction to something? Can anyone help me on what to do?
