Is it normal for kissing to reduce in a relationship

We been dating for three months we are both 23 and the kissing has reduced lately but he still holds me and hugs me and texts me! He was never a huge flirter and we still haven’t had sex only some make out sessions which as well reduced a bit is this normal in a relationship? I did tell him that I’m ready for sex and all and if he’d be cool with that and he said we are on the same page!
