My sister kid walks on her tip toes she always would and when they tried to get her to walk normal she complained it hurt. They thought she was being dramatic at first but it turns out she has tight tendons in her feet and calves that when she stretches her feet out flat pull and cause her pain. 
From when she 1st started to walk til now 6yrs old she been walking on her tip toes. She now sees a podiatrist and a chiropractor regularly and has begun walking on her feet flat with the shoes she gets from the podiatrist.

I picked sometimes. My son isn’t walking on his own yet, still just cruising furniture and will walk if we hold his hands. I have noticed he bounces back and forth between walking flat footed and sometimes on his toes. I’ve taken him to an orthopedic already due to his feet turning inward and bow legged. The doctor said it’s common and he’ll out grow it. I also mentioned how he goes on his toes sometimes and he said it was because they are still getting used to their feet and movement. He said if he was still walking on his toes by 2 then it’d be more of a concern.
