Weird red circles on breast and back?

I just noticed today I have these red circles on the side of my breast, and even some spots on my back. I thought stretch marks, but these don’t really look like them. Does anyone know what these are??

I get this sometimes when my bra is too tight or runs the wrong way on my skin. I think the wire sometimes pinches the skin and gives it a hickey type look. Maybe that's what it is!
