I have tried EVERYTHING, and nothing works

I have dry skin and SO MANY BLACKHEADS i have them on my nose, the sides too,cheeks, chin, forehead , EVERYWHERE, ive used products with silalic acid, ive been useing a toner and moisturizer too and a mask once a week ,and i have been keeping a skincare round for over months and nothings working, im even starteing to break out even more with pimples all over my forehead and my skin feels really dry too, ive been trying to make a different skincare routine but i cant find anything for dry skin and a severe blackhead problem like me, people say to use exfoliators but i dont know how to put that into my routine because then that contradicts everything else that ive learned and its just so confusing and i cant fix my skin please help
