Chronic Hypertension Already!

This will be my 3rd little baby, during my first pregnancy 16 weeks and on my blood pressure was usually 150/80-90. I was considered high risk already due to it being a twin pregnancy so the high risk doctors just had me take baby aspirin daily and monitor my bp. I never had protein in my urine and that was pretty much all to say about it. This pregnancy at my 12 week appointment my bp was 160/86 and there was protein in my urine. My doctor has told me I'm high risk again and put me on bp medicine. She said I was too early to be preeclamptic but what does that mean for later in the pregnancy?
