Dropping hcg always means miscarriage?

I'm just looking for reassurance that I did everything right. At our 8 week appt they told us our baby stooped growing at 7 weeks and had no heartbeat. My hcg was only 22,000 and dropped to 17,000 5 days later and I took the cytotec. I didn't do a second ultrasound because with that big a drop in hcg it was hopeless and I'd be staring at my perfect yet lifeless baby on a screen again. Dropping hcg that much 5 days later, he was definitely gone right?
