Urgent care or emergency

Here are some symptoms my MIL have.

-she say she have trouble sleeping at night

-she feel like sometimes when she fall asleep she can’t breath

-her arm jerks when she fall sleep

-half of her face would twitch

-she sometimes feel like she can’t breath during the day

She did a blood work a couple months ago and they say she have low blood count. She eats vit b12 to help her. She also drink a lot of caffeine. I told her to head to the hospital but she don’t want to. Any help would be greatly appreciated!
