What is going on?

For the past day or two, my LO (who is usually a great nurser) will pull off and go back on during the entire feed, which is frustrating for both of us. His latch is fine, but I'm wondering if he's getting distracted or something? I thought maybe at first I was trying to feed him when he wasn't hungry but when I stop nursing him he'll root and start sucking on whatever is nearby (his hand, my shoulder). When he goes back on he just does the same thing with the latching/unlatching and kicking his legs and punching me with his arms until I assume he's had enough. I'm seriously at my wit's end here, anyone have any insight? LO is 13 weeks old.
