Well yeah. Maybe you need to search up how pregnancy works. Need the egg and sperm to meet. 
Apps aren’t accurate though & sperm can live 5 days. So if you have unprotected sex & ovulate within those 5 days, you can get pregnant. And yes precum can get you pregnant too so pull out method doesn’t work

You can. Every cycle you have a week where you are most fertile. The week leading up to ovulation, although if your trying to get pregnant it's best to have sex in the days leading to ovulation so that the sperm is already there waiting for the egg
