Are crib canopies safe?

I have a canopy but instead of using it over the crib, I use it in a corner and put a bunch of pillows underneath and make a snuggly reading corner 😊

No. Nothing around baby. When they get more mobile they could easily pull it into the crib and get entangled or suffocate. Best to be safe. 💚💚

For an infant, there are a few risks. One, anything that traps air around the crib could increase the carbon dioxide concentration, which increases the chance of SIDS. 
There’s also a chance the baby could push its face against the bars with the fabric draped on the outside stuck against its face. This can also cause baby to rebreathe carbon dioxide and not get enough oxygen. 
By 6 months the SIDS risk decreases and by 12 months it drops dramatically. But by that point baby is starting pull itself up in the crib and the drapey fabric could be a strangulation risk. 
The cone and the stars would make a lovely mobile on their own. You could always attach (or reattach) fabric for a canopy for a toddler room later on.
