So here lately I've been real horny when going to bed but I've never initiated sex with my husband. Never. The one time I did I was drunk and super hyper. Once the girls are asleep he's usually in bed taken his muscle relaxer and goes to bed so I end up with horny dreams. I just climb all over my partners like a damned spider monkey and kiss all over them because I like them so much, and a lot of the time, dick happens.
Unless they have a low sex drive, then cuddling happens.
I think just reaching out and being affectionate can start sexy time, or you could even say you want to earlier in the day. Or you could show more interest & affection during the day, allowing interest and connection to build. 
Some guys react well to me being direct, some don't or don't know how to handle it.
Like if I just say I want to fuck. Some are like: "LETS MAKE IT HAPPEN ASAP PANTS ALREADY OFF"
Some are like: *gets uncomfortable and awkward, doesn't know what to do with his hands* *awkward silence* #im tired, "that was too forward" "maybe after lunch".
So i don't tend to suggest doing it that way. The results for directness are all over the map, lol. I usually ask my partner how he wants me to come onto him, ideally & if he likes directness. Some people just want it put in the open and clear, so they can be clear back. But if you can't handle their honesty, don't do it.
So just starting something more slowly, not jumping on their dick immediately, but nice kissing, cuddling, maybe a massage, physical affection etc. Is the safest way to go.

My husband lov s when I initiate sex, we grew up in a very conservative community so he grew up thinking girls had no interest in sex and had to be convinced or tricked into it (were still very conservative, just more aware of some major fall backs of purity culture) 
There are so many ways to initiate, since you said your husband takes a muscle relaxer I would suggest saying something earlier in the evening so he knows that you're thinking about it. My husband like to play video games/have some time to himself in the evening (were both introverts) so sometimes as he's going off to do that, I'll tell him to make sure he saves some energy for later😉 
If you're still nervous/uncomfortable, maybe send him a text while he's at work? I've sent my husband all sorts of texts, from as innocent as "thinking about you today😘😘😘" or "can't wait until you get home" to something a bit more raunchy. Early on when I was uncomfortable but wanted to send something sexy I would send gifs instead😂 he got the idea pretty quickly! 
I have a higher sex drive than my hubs so I initiate all the time😂 not that he complains🤷
