Cloth diapers get wet

Is it just me or is this normal. I used to think cloth diapers would be like cloth pads. I never feel like am laying in something wet when I use them. But with my son,his cloth diapers are wet. Like he is just wet. not necessarily that he leaks but inside, he is wet. i change every 2 hours. At first when he leaked, I thought it passed through the space close to his legs since he was smaller. But nevertheless, the inside seem like he is sleeping in a wet cloth. This is especially unpleasant for my baby since I usually change him at every sign of pee and I have used disposables and he is always dry when I go to change him unless if he pees a second before. Is there anything I can do to avoid the wetness or do I have the wrong diapers? I don't want him to get used to being wet and just enjoy being in dirty diapers without letting me know
