We're loud.. need advice

My family of 4 just moved to a Apartment. Of course it's the 3rd floor and the last one available..A few days into our new apartment the power went out for 4 hrs in a storm and the kids were super active.. running, yelling, slamming doors I'm sure they were loud! They are almost 3y.o and lots of energy! Our downstairs neighbor came up complaining bc her roommate works night shifts and couldn't sleep (it was 6pm) I told her I'll try to keep them quieter but they are only 2 and things can get loud quickly and I'm not going to punish them for being kids, being loud is what kids do. I put stoppers on doors so they can't slam them, I try to keep them from running but its literally how the walk🙄 I hush them and I've been trying to combat the screams.. but again, they are 2...They wake up around 8am and in bed by 9pm w/2 hr naps and we don't stay here fri-sun. We are dead silent from 9pm-8am, noise ordnance is 11pm-7am.

Around 10pm everynight I can hear them from upstairs, music, slamming doors, I had to close my balcony door because the were smoking weed and it was coming in my livingroom, they fight everynight. We warned the management that they came up and she literally said "you dont break noise ordnance, dont worry about it... also, next time she comes up tell her to pay her rent"😮

I know noise comes with apartment living, I've had nights I was up with newborn twins because a neighbor. I'm at the point where idk what to do. She gives smug looks everytime I see her, she keeps hitting her ceiling.. we are literally just living. We don't party, the kids jump here and there but I'm sick of telling them to stop when they are having safe fun. Should I just let her hate us? Should I send her my cat's litter? Ialready hate living here and we've only been here a month.

Edit* thanks ladies! My husband keeps saying the same as you all lol. I'm a quiet person myself and try to be a decent human being but I hate telling the kids allll day "calm down, shh, Walk" etc. I'm obviously not going to send cat litter lol. I'll contuine to be mindful but might loosen up on the "calm down"s if she comes up again I'll just tell her "ok" lol. Its unfortunate that the roommate works 3rd shift and has kids above her but it shouldn't effect our lives so long as I don't break laws.
