Can kids wear their football shoulder pads in the car?

To me, it doesn't seem safe. Like the seatbelt won't sit properly, but the kid I babysit is telling me he can and his mom let's him all the time. 
I know his parents let him do things he really shouldn't, and they don't follow carseat/front seat requirements, so I don't know.

I always tell my niece and nephew, you're with me now, and I'm not your mom. If you want to ride with me, you do as I say. 
I don't care what their mom does.  I'm responsible for those kids, as they aren't mine.  There, I'm not taking any chances, even if their mom does.
