I don’t think so. At that age changing hormones make us sort of desire this sort of pleasure and at a young age it’s not a bad thing to explore ones sexual self on their own instead of seeking a partner. I think it’s rather important to get to know yourself so you know what you want in a partner better and have better odds at striking a good match. 
My relationships that didn’t work out so well were really just bad matches, and not just in personality but sexually as well. One of the things I like about my partner now is that we are compatible sexually and I knew this right away because I know what I want. I don’t regret my life but I’ve learned a lot through in harder ways than I would have if I had prioritized my relationship to myself when I was younger. 
So yeah, it’s okay to masturbate when you’re a young teenager. It’s normal and to me it’s actually a good thing.
