Ok so I'm currently hooking up with this guy whenever we feel like it and we've been best mates for like four years anyway he's told me no more sex because he's in love with his ex even though in the past he's always told me he doesn't feel love, what does this mean because he said he'll still come around for cuddles and things but like does this mean anything or?

The way I look at it is that while he says he's still in love with her, but still coming around for "cuddles"? That's him being confused. Don't be his side chick. You are MUCH better than that, and he doesn't seem to be respecting your feeling even after being best mates. Don't let him control your feelings by stringing you along. Let him know that if it's no intimacy and he decides to continue back to her, then it's nothing period.

Although you guys are good friends, I think he has been just keeping you on the hook. Someone to use and keep around for when he needed. If he's still in love with his ex then unfortunately there's nothing that can be done about that until he is ready to move on. He's still happy to have cuddles with you and stuff even though he's in love with someone else is a bit questionable. I guess it comes down to what do you want? 
Do you want more with this guy or are you happy to just remain hookup buddies?
