I’m going as the witch from clash of clans for Halloween, I’m a bit craft and I’ve made/bought almost everything I need for the costume, but I can’t figure out how to do this part

The golden skulls on her shoulders.

I’ve been trying to think of what I could do. I have put three tiny skulls cut in half together side by side, but I can’t figure out how to attach that where it will stay on. I’ve thought about maybe buying a larger skull and cutting its back to fit into my arm, but I don’t know if I would have any mobility, and again I’m not sure how to attach it. Any and all advice is very welcome, please help
