Day 21 progesterone

I finally had a positive opk on cycle day 19. This is my second round of letrozole and I was sure it worked this time. My day 21 progesterone was only 3.8. I am hoping that it is because I only had the positive opk 2 days prior. Anyone else had this happen and they actually did ovulate?
