Blocked?

So I tried calling my guy friends number and it rang once before going to voicemail. Which made me believe that I was blocked. But I'm able to call and text them through WhatsApp. My question is, is it possible to block someones number but not on a messenger app?

Yes blocking someone through the carrier doesnt effect apps

It could just mean he was doing something and hit “decline” on the call, I think that sends you to voicemail? I do that all the time if somebody tries to call me while I’m at work instead of just letting it ring itself out.

He could have been busy and pressed ignor. I do that when I’m driving sometimes. I don’t think that means blocked. 
Is there a reason to think he blocked you?

You have to block them on the phone and the app

If it rang even one time I would think he probably declined the call not that you’re blocked

Would it let you Leave a voice message if you were blocked?

Yes. You can block through the actual phone provider service but not webapps. You have to go through and actually manually block through the webapp. However you can just delete the webapp (so WhatsApp) and it would look to the person trying to contact as though the call is being attempted.

Yes because what's app can be use by only using internet or wifi, you can have whats app via a tablet that doesn't have cellphone service.
