Vows only wedding?

Okay so we are trying to decide between eloping and having a ceremony only that we invite family to somewhere outdoors. Even if we do immediate family only we’re looking at 60 people, and we can’t afford any sort of wedding as we just poured all of our money into buying a home and don’t want to wait to marry because we’re religious and need to marry to move in together. Is it tacky if we do our vows outside like at public gardens and invite family to watch/pop champagne and take photos afterwards, without any kind of reception?

Edit- We don’t want gifts! We think immediate family will want to watch the vows because they love us. But we aren’t going to marry at the court house- even if we elope we’ll do our vows alone somewhere beautiful in a garden etc. with an officiant & photographer.
